How to write a parking ticket appeal letter (with template)

Short answer

A parking ticket appeal letter should fit on one page: the reference details, one sentence stating the ground you rely on, the facts in date order, a numbered list of the evidence attached, and a request to cancel the notice. Lead with the ground rather than the story, never name the driver when appealing a private parking charge, and send it inside the deadline with proof of sending. A template you can adapt is below.

Whether you are writing to a council or to a private operator, the person reading your appeal has a queue of hundreds and a checklist of grounds. The letters that succeed make it easy for them: reference number at the top, the ground stated in the first sentence, the facts in order, the evidence listed and attached. Everything else is optional.

Structure that works

Reference details. PCN or charge number, vehicle registration, date and location of the alleged contravention.
What you are asking for. "I am making representations against this PCN on the ground that the contravention did not occur" (or the relevant ground). One sentence.
The facts. Two to four short paragraphs, in time order, saying what happened and why it is not a contravention. Stick to what you can prove.
The evidence. A numbered list of what you are attaching: photographs, receipts, documents.
Close. Ask for the notice to be cancelled and, if applicable, for the discount to be re-offered should they disagree. Sign and date it.

Adapt the bracketed parts. Delete anything that does not apply.

PCN number: [reference] · Vehicle: [registration] · Date: [date] · Location: [street or car park] Dear Sir or Madam, I am the registered keeper of the above vehicle and I am making representations against this notice on the ground that [the contravention did not occur / I was not the owner at the time / there has been a procedural impropriety]. On [date] at approximately [time] I parked at [location]. [Set out what happened in two or three sentences: for example, the sign indicating the restriction was obscured by a tree and not visible from the bay; or I was unloading heavy goods, which took eight minutes, and single yellow lines permit loading at this location; or I paid via the app and received an error, screenshot attached.] For these reasons no contravention occurred and I ask you to cancel the notice. In the event that you do not accept these representations, I ask you to re-offer the discounted rate for 14 days. I attach: 1. [photograph of the sign from the bay]; 2. [receipt / screenshot / document]. Yours faithfully, [name]

Mistakes that get letters rejected

Leading with the story rather than the ground. The reader is looking for a ground. Give them one immediately.
Admitting the contravention and asking for leniency when a technical ground was available. Check the signs before you write.
Naming the driver in a private parking appeal. You are not required to, and doing so can hand the operator a case it did not have.
Sending it late. 28 days for representations, and the tribunal appeal deadline is 28 days from the rejection. Keep proof of posting or the portal confirmation.
No evidence. A photo taken from the driver's seat is worth more than three paragraphs.

Common questions

Should I send my appeal by post or online?

Online through the council's or operator's portal is faster and gives you a timestamped confirmation. If you post it, use a tracked service and keep the receipt.

How long should an appeal letter be?

One page. Anything beyond the reference details, the ground, the facts and the evidence list is unlikely to help.

Can I use the same letter for the tribunal?

The tribunal will already have your representations and the council's rejection. Your appeal should respond to the reasons the council gave, so it will need updating, but the core facts and evidence are the same.
