Grounds that usually beat a code 34 PCN

• The signs or road markings did not meet the regulations or could not be seen in time.
• The footage does not show a contravention, or shows only a trivial incursion.
• You were avoiding an obstruction, following a diversion or a police officer's direction.
• Your vehicle is permitted (for example a licensed taxi in a bus lane).
• Outside London, no warning notice was issued for a first contravention in the first six months of enforcement.
• The vehicle in the footage is not yours (misread or cloned plate).

How to challenge it

Council PCNs follow the statutory route: an informal challenge within the discount period for windscreen notices, formal representations within 28 days of the Notice to Owner, then a free appeal to London Tribunals or the Traffic Penalty Tribunal within 28 days of any rejection.
