Grounds that usually beat a code 24 PCN

  • The signs or road markings were missing, faded, obscured or did not comply with the regulations.
  • The restriction was not in force at the time on the PCN (check the hours on the nearest plate).
  • You were loading, unloading or setting down a passenger where that is permitted.
  • A valid permit, ticket, session or Blue Badge covered the stay but was not seen.
  • The statutory 10-minute grace period after paid or permitted time had not expired.
  • The PCN details are wrong: registration, location, time or code.

How to challenge it

Council PCNs follow the statutory route: an informal challenge within the discount period for windscreen notices, formal representations within 28 days of the Notice to Owner, then a free appeal to London Tribunals or the Traffic Penalty Tribunal within 28 days of any rejection.
